Taking the name of their beloved cocker spaniel, Barbara Ryan and Bernard Argent formed the partnership, Barnaby Productions in 1993 to consolidate their various activities including IONA, the Oatlands Celtic Festival, the Great Falls Concerts on the Green, and the Celtic Concerts at the Old Brogue. It was incorporated in 1994.
The Festival moved to Morven Park and became the Potomac Celtic Festival in 1998, necessitating the formation of a separate tax-exempt organization, the Barnaby Council for Celtic Studies, which eventually operated entirely independently from Barbara and Bernard. and became the (now defunct) Potomac Celtic Alliance in 2005.
